Elvin V. “Buck” Phelps Of Mt. Vernon Died At Age 69 (Photo Included) Elvin V. “Buck” Phelps, 69, Mt. Vernon, was dead on arrival 11:36 p.m. Nov. 6, 1991, at Good Samaritan Regional Health Center. Mr. Phelps worked in construction as a cement mason until retirement. He was born March 10, 1922, in Jefferson County, a son of George and May (Rice) Phelps. Sept. 12, 1945, in Morganfield, Ky., he married Hilda M. Brown, who survives. Graveside services will be 10 a.m. Saturday at Bethel Memorial Cemetery with the Rev. Bob Atchison officiating. Those attending the services are asked to go directly to the cemetery. Friends may call 5 to 8 p.m. today at Hughey Funeral Home. In addition to his wife, Mr. Phelps is survived by two daughters, Mrs. Joyce M. Mitchell of Mt. Vernon and Mrs. Debra Ann Wright of Mobile, Ala.; one brother, Floyd Phelps and wife, Imogene, of Bonnie; one stepbrother, Wayne Dodson of Topeka, Kan.; one stepsister, Mrs. Evelyn Atkinson of Bellflower, Calif.; six grandchildren, Darren and Alan Mitchell, Jenny Gibson and Aaron, Jeremiah and Nathan Wright; and several nieces and nephews. Mr. Phelps was a veteran of World War II. He enlisted Oct. 6, 1942, and was discharged May 29, 1945. He attended Wesley United Methodist Church. He was a member of Cement Masons Local 331 at West Frankfort. He was preceded in death by his parents; his stepfather, Elmer Dodson; two brothers, William and Harold Phelps; and one infant sister.
